As I understand, there’s been no official ruling on Tuel’s fifth year of eligibility. But rather than wait on something that may not come, Tuel has decided to go ahead and leave for the NFL.

So I guess I need some clarification. If the NCAA didnt rule in his favor and therefore he would have no eligibility left then he could declare at that point? Or is it a matter than he to declare for the draft regardless of eligibility standing?
