@rebelnut. USC's situation is hardly comparable to that of Oregon's with regard to the NCAA. In the case of USC the improper benefits consisted of Reggie Bush’s parents getting a deal on a house in San Diego, based on Bush's potential to bring a big commission to Lloyd Lake, an agent who wanted to represent Bush in the pros. Jilted by Bush and out some $290K, Lake sued Bush to obtain repayment of his bestowed “gifts”. Conveniently Lake “cooperated” with the NCAA investigation with 290,000 reasons to do so. USC’s role? Per the NCAA, Todd McNair, the USC running backs coach, either knew and did not disclose or should have known about the Bush family “relationship” with Lake. Recent developments show the NCAA was “malicious” in its investigation of McNair and documents associated with the investigation and appeal “tend to show ill will or hatred” towards McNair. Understandably the NCAA is attempting to block disclosure of the documents that according to the judge in this case, reveals NCAA’s true intentions.

By comparison Willie Lyles, a small time football scout, provided “services” as follows
1. Assisted Lache Seastrunk in signing a letter of intent to play for Oregon against the expressed opposition of Seastrunk’s mother.
2. Assisted in the transfer of LaMichael James to a high school in Arkansas for his final semester of his senior year to avoid a Texas standardized test required for graduation.
3. Go between for Marcus Davis to transfer from University of Texas to one of 4 schools – Oregon, Cal, UCLA or Louisville. Eventually signing with Oregon the other 3 schools could not admit Davis due to academic concerns
4. Orchestrated visits for multiple recruits later signed by Oregon traveling with the prospects
NCAA bylaw 13.02.14 defines a representative of athletic interests as someone “who is known [or who should have been known] by a member of the institution’s executive or athletics administration to be assisting or to have been requested [by the athletics department staff] to assist in the recruitment of prospective student-athletes.”

While universities pay high-end scouting services for information on prospects, Oregon never asked for Lyles to provide any information until it was learned that there was an investigation. Rather it can be readily assumed that the $25,000 paid to Lyles was for his “influence” in getting these athletes to join the Oregon football program. This is what will be investigated by the NCAA infractions committee however it is telling that a summary judgement (i.e. a plea bargin) could not be worked out. “Influence” by someone who is supposed to be a fan or source of informaion and not a member of the Oregon staff is in violation of NCAA bylaws, and given the amount of communication that occurred between Kelly, his staff and Lyles, it is certainly appears that Oregon was in violation of a few NCAA rules to obtain players for their program.

06mustang:
"...There is no homegrown players on the Ducks. 11% graduation rate."

Nice try, but wrong...flat-out wrong. 64% graduation rate for the football program, according to numbers released in October of 2012 by the NCAA. Is that a good enough source for you?

www.oregonlive.com/ducks/.../oregon_ducks_graduation_rates.html

Home-grown players include Keanon Lowe, Colt Lyerla, and 18 others, according to ESPN:

espn.go.com/college-football/team/roster/_/id/.../oregon-ducks

You may live in Oregon, but I doubt you went to school here - your inability to conduct simple research before spouting off would shame most of our sixth-graders.

Regardless of sanctions, does anyone believe he's NOT going to the NFL? Sanctions will just hasten his departure.
Oregon is going to get hit hard on two fronts: Someone in the NFL will give Chip Kelly a shot (and he, like Pete Carroll, knows when to get out of town and stay one step ahead of the posse). And the NCAA has got to hit Oregon hard for the Willie Lyles affair. With USC hurt by scholarship limits (and piss poor coaching) and storm clouds in Eugene, could we see UCLA and or Stanford as the new kings of the Pac-12? Stanford knows who they are in terms of identity and I think UCLA is almost there too. Pac-12 football should be fun to watch for the next several years.

These schools need to learn that according to NCAA rules it is only acceptable to cheat if you are in the SEC.

They have the smoking gun with Oregon and Lyles but they also have dirt on LSU granted is it not as severe.

I live in SEC country and love watching SEC football but it is amazing what those schools are allowed to get away with compared to other conferences. Mike Slive is the most powerful man in college athletics.

Whatever happens to UO I am still glad they have been so good the past few years and have shown USC they aren't the captain of the PAC12 ship anymore. In fact USC is in the middle of the PAC12 at best. I hope UO doesn't get hit too hard by the NCAA as they seem to be a class school.

It hard to believe that Uncle Phil and Nike money weren't able to buy Oregon's way out of this. He and Nike have built state of the art arenas and palatial training facilities but the university's general fund needs to pay for continuing support. In the meantime the academic side of the house is left wanting in Phil Knight's quest to buy a Duck national championship.

The UO football program house of cards is about to fall. A mediocre defense and a gimmick based offense is not going to win a NC. Thomas Tyner is on his way to flip to UCLA and Dontre Wilson will be looking for something closer to his home in Texas.

Sorry Ducks your 10 minutes of fame is up.

Crying shame when these coaches (and players also for that matter) pull some shenanigans and then waltz off to NFL paychecks while the programs are left holding the bag. Oh well, it's never going to stop until the NFL/NCAA get on the same page in terms of carrying over penalties.

Willie Lyles gets around, leaving NCAA violations in his wake.

Another coach to leave his team when NCAA penalties are coming down to greener pastures in the NFL? Where have I heard that before?

I don't wish this on the good Duck fans I know. Great fans, even in losing to LSU and being dominated on the line and even in speed. I would attend a game with any of these Duck fans I know anytime. Classy folks. I am sorry for them as to what appears will happen in Spring 2013. Anxiety filled time between now and then for the many Duck fans and the Oregon AD and football department. Good Duck fans--Have a great Christmas with your families and friends and just forget about all this mess until it happens. No need to be uptight about it all. Enjoy Christmas and the new year and it all will happen later.

I still have no idea what team would want Kelly in the NFL? His offense is made for young kids who are barely out of their teens. It's not made for a professional team. The hurry up offense is a strategy in the big leagues not a concrete game plan and veteran players are not going to be very receptive. Kelly had his shot last year and he declined the Bucs job. Who would want him now? Knowing my luck, my beloved BEARS will hire him and I'll be miserable for another 10 years.
